Coalition workgroups bring service providers, community partners, people with lived experience, and concerned residents together to turn shared goals into practical action across Jasper and Newton Counties.

General Membership Meeting

The main community forum for learning, sharing updates, coordinating services, and helping guide the Coalition's overall direction.

  • Coalition policies, leadership, and major decisions
  • Coordination across housing and supportive-service partners

System of Care Workgroup

Looks at how the entire homelessness-response system works and develops practical projects to close gaps and improve outcomes.

What the group works on

  • Gaps between outreach, shelter, services, and housing
  • Coalition goals, action projects, and system improvements
  • Barriers affecting people with the greatest housing needs
  • Recommendations for community and funding priorities

Good fit for: Service providers, housing partners, local government, healthcare, behavioral health, funders, and people with lived experience.

Data Workgroup

Turns local information into a clearer picture of homelessness, service needs, system performance, and opportunities to improve.

  • Data quality, completeness, and consistent reporting
  • HMIS, coordinated-entry, PIT, HIC, and performance data
  • Community trends and annual service-gap analysis
  • Useful reports, dashboards, and decision support

Good fit for: HMIS users, program staff, analysts, evaluators, grant staff, and anyone interested in data-informed decisions.

Monitoring Workgroup

Reviews funded programs for compliance and performance while helping providers strengthen their policies, documentation, and results.

  • Standardized reviews of CoC- and ESG-funded programs
  • Program documentation, grant requirements, and performance
  • Written findings and corrective-action follow-up
  • Identifying appropriate training or technical assistance

Good fit for: People with experience in program operations, compliance, grants, quality assurance, or financial review who can serve without a conflict of interest.

Prioritization Committee

Helps translate local needs and system data into funding priorities and prepares the local process used before applications are reviewed.

  • Clear scoring standards and conflict-of-interest safeguards
  • Preparing recommendations for Coalition leadership

Public Education and Outreach Workgroup

Helps the community understand homelessness, learn what works, and find meaningful ways to participate in local solutions.

  • Public information and educational materials
  • Volunteer, landlord, and community engagement
  • Provider training and resource awareness
  • Public events, including Project Homeless Connect

Good fit for: Communicators, educators, landlords, volunteers, event planners, advocates, and community partners.

Rank and Review Committee

Independently evaluates applications for HUD Continuum of Care funding and recommends a fair, documented project priority order.

What the group works on

  • Reviewing new and renewal project applications
  • Applying the approved scoring criteria consistently
  • Creating the recommended project priority listing
  • Documenting decisions and considering eligible appeals

Good fit for: Detail-oriented community members who can review applications objectively, complete required training, and serve without a financial or organizational conflict.

Street Outreach Team

Coordinates compassionate engagement with people living outside and connects them with immediate help, assessment, services, and housing.

  • Coordinating outreach coverage, safety, and follow-up
  • Building trust with people experiencing unsheltered homelessness
  • Meeting immediate needs and sharing resource information
  • Connecting people to Housing Connect and community services

Good fit for: Trained outreach staff and volunteers, first responders, shelters, healthcare and behavioral-health partners, and people with lived experience.
